You've probably heard it a thousand times; "Did you reboot?" But it really does help. What you are doing is complex but simply put, you are reloading all the software (programs) with clean settings.
But there is another level of 'resetting'. Sometimes the issue is hardware not software. By completely shutting down the computer, waiting 30 seconds, and restarting the computer you are not only reloading software but you are also reloading all the hardware settings as well. The system board verifies all hardware connections (RAM, Hard drives, Network cards, optical drives, etc.) before loading the operating system.
Next time a reboot doesn't fix it, try a shutdown and restart. It might help.
